Well it turns out that the medium town that I was in was actually the large city I was avoiding, and I wasn't the only one confused.
Apparently there was an evil demon that was sealed away near the town, and over the years people began to mistake the demon seal for the wind spirit shrine. Shortly before my party arrived some one managed to partly free the demon, and the demon asked for a human sacrifice rather than the normal song and dance. Thinking it was the wind spirit the towns people agreed (for the most part) were about to sacrifice some girl. Her brother objected to this and tried to blow up the seal, which is where we came in.
So after a fight with the demon (which was rather close) we found out that the location of the wind spirit is actually on an island to the east, so tomorrow I'll be checking that out.
