Odd thing about this game is that Niko seems to have no loyalties at all (other than to his cousin), and would work against some one just as likely to work for them, all for the pay check. So far he's worked for vigilantes against drug dealers, and for the drug dealers he was against, helped one gangsta and then trashed his place for another gangsta, shot cops and worked for crooked cops. Now it turns out that his "girlfriend" (never saw after the first date) was actually a spy for the government and Niko's now doing their dirty work.
Does all this advance the plot? I have no idea. going on a street race with some muscle head seems about as relevant to the plot as performing espionage.
