Fortunately I had maintained good relations with the Khans in the past, from successfully negotiating a hostage situation, and was able to walk into their camp with out being killed instantly. It quickly became clear that they would never join up with the NCR (a disastrous NCR raid killed half their families), but the diplomatic option was still open to prevent them from siding against the NCR.
After several missions that had me running all over the desert, I was able to convince them that siding with the insane slave trading Caesar was not in their best interest. So then they chose to pick up camp and find new land to take over some where else. I then reported back to the NCR that the Khan problem is no more and got my next assignment.
Looks like tomorrow I'll be treading familiar ground again where I have to investigate again the strip club Gomorrah.
