Well I talked with the mayor of the Ice town and he explained to fire the cannon to the moon I needed the approval of the cannon owner (the gold bobomb I kept meeting) and the cannon's engineer (a white bobomb I think I saw once).
Finding the gold one was easy enough, he was still outside of his house where I last saw him, and I just had to agree to give him all my money (which he grudgingly gave back). The white one on the other hand was harder to track down, I just randomly got a lead on him in the first area I went to, and then I had to crisscross all over all the various lands trying to track him down. While tracking him to the arena I decided to enter the matches again to reclaim Mario's title and level up (since it was the only fighting I would get on this part of the quest).
Finally I caught up with him back in the ice land where I started, and it turns out that he was going to all these lands trying to catch up with Mario! So then I was finally able to activate the cannon (with a cool NGE style launch) and get to the moon.
Tomorow I'll continue from the moon, get the last star crystal, and maybe have the game finished by the weekend!
